Karen Beckwith, Partnership and Performance Director, East of England Skills and Competitiveness Partnership
June 2007
I have known Mark Prangell for 4 years as a business associate and specialist consultant in the field of Governmental policy delivery and business development, working with him on a number of contracts and a range of projects focused around the design development and delivery of Train to Gain, the Governments largest single support programme to increase the skills of business.
Furthermore Mark has:
• Supported the development of effective Partnerships by identifying relevant and appropriate key stakeholders and recommending approaches to collaboration including facilitating discussions which ensured successful outcomes
• Remained focused on the results required for specific contracts, setting clear milestones and outcomes including the development of detailed project plans aligned to National delivery and Regional outcomes
• Demonstrated excellent communication skills building alliances between key public sector partners, acknowledging barriers when they arose, identifying solutions and negotiating a way forward to ensure progress was possible
• Clearly showed his ability to act strategically in his proposals to develop new approaches to service delivery within the business development arena
I can confirm he is a man of great integrity, is extremely dedicated to his work and is entirely trustworthy. In his dealings with me he behaved ethically, was extremely good at managing workloads ensuring my expectations were met and often exceeded.

Allan Barrows, Area Adviser Manager (East), Business Link – East
I have known Mark for a couple of years now in a professional capacity, in particular in his role of chairing/facilitating meetings. Therefore when I was asked to organise a Regional meeting on the subject of SME Coaching/Mentoring during December 2006, I was pleased to approach him to undertake this task.
The event was commissioned by the Regional Development Agency and there were a number of parties involved with their own expectations of success and desirable outcomes. Mark handled these potential conflicts well, managing expectations sensitively with recognition of the political under-currents.
During the scoping/planning stage he involved all parties and fed back suggestions on how to move forward which recognised the various interests and ensured buy-in on the agreed format. He handled any potential conflicts with a quiet, diplomatic yet focused approach, thus ensuring the agenda did not get sidetracked or hijacked.
During the event itself, Mark chaired very effectively, facilitating both all-group discussion and also break out groups. He facilitated the day efficiently, controlling the pace, keeping on agenda, summarising progress regularly & building on contributions to produce a final report of the day’s deliberations which were submitted to the stakeholders.
Feedback from delegates was generally positive – well organised, well managed & smooth running. Some delegates felt that they would welcome regular opportunities on this subject & that information was relayed back to the RDA.
I would be happy to recommend Mark for any future similar styled event.

Dr Jon Nay, Area Director – Learning & Skills Council
Mark Prangell worked for me as a consultant on the reorganisation of work based learning providers in Essex. The providers were private, charitable and public sector organisations.
Mark proved to be an extremely professional and thoroughly reliable consultant. His work demonstrated to me his expertise in partnership and collaborative working. In Essex he had to work in a very challenging environment and he proved to be effective in facilitating and brokering agreement between disparate and often hostile parties. He was successful in breaking down barriers and he built effective and enduring relationships. He was resilient when times were tough.
He took a high level strategic approach in his work which was balanced by a real attention to detail. He was effective in developing and introducing new approaches to service delivery.
Mark proved to be a congenial colleague. He presented to audiences of different types very effectively.
